I have tried to:

• reply to a topic in Anime TV/Movies (Fun & Games),
• create a new topic in Chatter Box (Fun & Games) and
• create this topic in Suggestions & Bugs (Site Related).

Neither unlocked replying in News. Do I need to reply or create a topic in the category Site Related? The error is too generic and as I have already done as it instructs (post somewhere else), clearly there must be some other condition.

I figured by creating this topic in this category I might satisfy the condition, so I'll be editing this in a minute. 😛

Edit: yeah… this wasn't enough either. Guess it's a proper bug.

That check is currently in the front end which uses a different cache mechanism that lasts for an hour. If you log out and back in you should be able to post in the forum immediately. Otherwise if you wait an hour it should work as well.
