This could have been a biting black humor take on the Soviet era but Kago didn't seem to do enough research or even have enough silly ideas as he usually does. The latter half of the manga turns into a silly slap fight with none of the usual hilarious Kago absurdities. Not his best.

OK, here's two cents from a Russian. This is a very brutal and entertaining satire on national stereotypes; I can't say it's not offensive, but only in a way strong satire should be - it's not racist or anything of that kind. You take the three things people generally know about the country, you blow them out of proportion, kiss goodbye to all good taste and restraint on the way, you get this. And its fun.

That said, it's not perfect from purely artistic point of view. The drawing style is competent, but no more than that; it's obvious that modern manga is not really fit to depict specific persons - and you get a lot of historic figures here. There are also minor mistakes that seem unintentional, such as the completely botched Russian translations of chapter titles.

What's more important, the humor isn't really mind-blowing: too much reliance on shock value, not substance. But then again, being completely over-the-top is the point of DKP, take it or leave it. All in all, it's a good read and a good idea; would've been fun to see more of the same, depicting other countries - say, Japan with seppuku-crazed samurais or Americans deciding the outcomes of elections with a baseball deathmatch. But even these suggestions already sound offensive, so, in all probability, Shintaro would've gotten himself lynched around the hypothetical vol. 2 or 3 anyway. 🙂
