Legend of Maian may qualify, although she may not be as evil as she's initially made out to be.

Ludwig kakumei, maybe... But, she not exactly evil. Might only be a little loose on the head. Must she be evil until the end anyway?

Loose on the head is okay too, and preferably if the witch can become good in the end.

And, I already read both, Superior and Ludwig Kakumei, so maybe there's another series?
