Hi! As all of you probably know (or don't), I gave up manga for lent. So... I have to rely on anime. 2x6m1h
The two largest problems I've found with anime is the lack of depth and/or the open ending. I want depth, and I want an ending.
It should be action, and I would prefer a main character that has killed before and will, if they have to, kill again. They could be the type that only kills when absolutely necessary to preserve the lives of others, the type that kills for money, or the type that used to kill a lot but regrets it now, but will kill again if they must. Or any main character that has killed. I would prefer an over-powered main character, but they don't have to be. I would also prefer a non-mopey character, but since all my examples have at least semi-mopey characters, don't worry about that part.
Some examples (sorry there isn't more! I don't normally watch anime) -
Darker Than Black Had the right kind of main character (although they can have more emotion than that...), but I was left wanting. It needed more explanations, more depth, and the ending made me want to punch a baby.
Chrome Shelled Regios Again, had the right kind of character, but the ending.... awful.
Seirei no Moribito Is a perfect example of what I want. A main character that has killed before (even though she doesn't kill again, but still), depth... and if I right, an ending I liked.

You should try Baccano!, but it's not as super serious as DtB (the only show I watched out of the ones you listed).

Two animes with action, characters that will kill if needed, and some depth to the story-telling are Samurai Champloo and Ghost in the Shell: Stand Alone Complex. Both excellent, well-known series that I'd recommend watching if you haven't already.

Try Light Novels. They're fun too.
As for anime, I can only suggest Fullmetal Alchemist Brotherhood, and Fullmetal Panic!

Try Elfen Lied. It does have a kinda open ending, but it's a lot more absolute than it is in the manga.

I didn't like the end of phantom as well but I strongly suggest it, still, since opinion is purely subjective.
Also, Twelve Kingdoms (first the anime, then the light novels) is comparable to Seirei no Moribito.
Tears to Tiara is nice as well although it doesn't have challenging plot or deeper meaning imo.
Kemono no Souja Erin (I always suggest it when 12K or Moribito is mentioned 🙂 )
Pumpkin Scissors - I liked the anime and the manga is even better apparently (will confirm that once I get to read it)
Can't think of any more not already mentioned...
Ahhh, agreeing with some others... don't watch Phantom. It has one of the worst endings; don't waste your time watching any of it. |:
